III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of CDMG. The weather on this day <br />was breezy and cool. The Rimrock Mine consists of approximately seven acres of <br />reclamation. <br />Availability of Records <br />The public copy of the mine records is kept at the office of the Las Animas County <br />Planner at the county courthouse. All records were found current and in compliance as <br />detailed on the attached checklist. <br />Signs and Markers <br />The entry sign has been damaged and is no longer legible. Please replace this sign in <br />accordance with the requirements of Rule 4.02. A smaller, more durable sign is <br />recommended, possibly one that can be attached to the metal gate at the site. <br />Hydrologic Balance <br />The lone sediment pond was found dry. The embankment appeared normal and the trickle tube <br />was clear of debris. No flow was noted in adjacent Engleville Gulch. Patchy snow covered <br />the ground, especially in shaded areas. <br />Revegetation <br />George and Milton Montoya, landowners. were feeding cattle in the land adjacent to the <br />mine site. I explained to them that the Division would be doing vegetation sampling in <br />the summer of 2002 and the site should not be grazed without discussing grazing plans <br />with the operator and the Division prior to initiating graz~n9. George indicated he <br />would not graze in the spring but asked about grazing in the fall of 2002, when the <br />cattle are brought down from Fisher's Peak. I told him we can discuss that after we have <br />some results from the vegetation sampling. They seem very happy with the reclamation and <br />they believe it is more productive than the surrounding area. No cattle were observed on <br />the site during the inspection. <br />Vegetation at the site shows evidence of this years grazing. Green sprouting of grass <br />and fortis near ground level indicates little. ~f any. frost in the ground. Thistle <br />rosettes were noted and appear in a semi-dormant stage. <br />Overall, the site appeared in good condition for the winter season <br />3 <br />
