III. Comments/Compliance <br />This was a partial inspection conducted by Jim Burnell of CDMG on the morning of <br />Thursday, April 15, 2004. The site was quiet and deserted. Weather sunny and mild. The <br />snow cover was all gone. <br />Hubbard Creek was running strong. Water was turbid both above and below the Blue <br />Ribbon mine site. <br />All the signage was erected and in place. The road and gate to the site was in good repair <br />and the gate was locked. The operator has erected a fence along the gate area at the creek <br />crossing to keep out sheep. <br />The road to the site was dry and with a good bit of rockfall. In the area of the Blue Ribbon <br />Mine itself, the road is in very good condition. <br />The old coal stockpile area was stable. There was not much new vegetative growth yet. <br />Pond 5 contained some muddy water. The discharge structures were in good repair. Ponds <br />3 and 4 were dry. <br />The path (road) to Pond 5 showed no erosion and some small amount of vegetative growth. <br />The lower bench was actually muddy. The seep midway between the upper and lower <br />benches has left a more pronounced white deposit on the rocks and soil downslope. The <br />seep area was damp, but no water was actively discharging. The seep at the North end of <br />the lower bench was also damp, but not discharging. <br />The upper bench showed very good cover. Of particular note are the wild rose bushes there <br />None of the underdrains were discharging. The lower ditch was wet but contained no water. <br />
