• (Page 27 • <br />MINE ID # OR PROSPECTING ID # M-77-526 <br />INSPECTION DATE_February 27, 1998 <br />OBSERVATIONS <br />1. A site inspection was made of the Worthing Lakes Pit <br />operator, was present during the inspection. <br />INSPECTOR'S INITIALS TAS <br />Steve O'Brian, representing the <br />2. The Worthing Lakes Pit is permitted for a total disturbance of 110.55 acres. The post- <br />mining land uses are recreation, wildlife habitat, and residential. The operator has posted <br />a financial warranty of $396,000 in the form of a Deed of Trust for this site as well as 7 <br />others. The Deed of Trust serves as the bonding instrument for the following permits: M-86- <br />079, M-79-165, M-77-011, M-77-526, M-78-255, M-S1-096, and M-83-033. The Division will <br />evaluate the reclamation cost for the existing disturbance within the next 60 days. <br />3. Signs and markers were posted as required by Rule 3.1.12. All disturbances were found to <br />be within the permit boundary and in conformance with the mining plan. <br />4. A significant portion of the Worthing Lakes Pit has been mined and partially reclaimed to <br />a lake/recreation area. According to the Office of the State Engineer, the operator has <br />submitted an application for both a temporary substitute supply plan and an augmentation. <br />Neither application has been approved. Therefore, until such time that the operator can <br />demonstrate an approved augmentation plan for the existing lake, the Division will require <br />a reclamation bond adequate to cover the cost of backfilling the lake to an elevation 2 feet <br />above the water surface and of revegetating the surface. <br />5. Mr. O'Brian indicated that there are approximately 3.5-4 acres left to be mined, in the <br />southern portion of the permit area. <br />6. The northern portion of the permit area has been reclaimed to a lake. The shoreline is <br />stable in most areas. There are 3 shoreline areas that currently are not stable and will <br />need to be stabilized prior to financial warranty release. The operator has left a pile of <br />overburden along the north portion of the reclaimed lake. The overburden pile will need to <br />be moved prior to financial warranty release. There is also an area, approximately 0.25 <br />acre, of trash and refuse left from campers in the northwestern portion of the permit area <br />that will need to be removed prior to financial warranty release. <br />7. The access road along the west portion of the permit area has been successfully riprapped <br />for flood control, per specifications of the Urban Drainage & Flood Control District. <br />8. The southern portion of the permit area has minor disturbance, stockpile areas, and <br />portions that have been partially reclaimed. Reclamation tasks to be completed in this area <br />of the permit include the following: <br />A) Reduce a 20 foot high slope along the telephone line corridor from a 1:1 to 6:1 slope. <br />B) Rough grading of approximately 5 acre feet. <br />C) Removal of approximately 12 acre-feet of asphalt/waste. <br />D) Removal of 4 flatbed trailer loads of non-roadable mining equipment. <br />E) Revegetation. <br />
