(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2003-037 <br />INSPECTION DATE 7-02-03 <br />INSPECTOR'S INITIALS GRM <br />This inspection was preformed as part of the normal application review program established by the Colorado Division of <br />Minerals and Geology. The Haldorson Sand and Gravel Mine application is for a 112c permit covering 156 acres in 5 Phases. <br />The applicant Mark Haldorson and the landowner Herbert George accompanied the inspector on the visit. <br />Per Rule 1.6.2, the applicant has posted adequate Public Notice at the proposed site. Signs were observed at the Northwest <br />corner of 61.75 and LaSalle Roads, the entrance of the Private Road at 62 Road, and approximately'J~ way down the west <br />edge of the proposed mining site. Proposed permit boundaries are currently demarked by fence lines, roads and in some <br />areas survey stakes. (Photo 1 and 2) <br />The site is currently in general agricultural use. Wheat, corn and alfalfa were noted. Per Rule 6.4.10(c1. the applicant must <br />submit estimates for annual production for hay and croplands in Exhibit J. Please supply this required information. Other <br />vegetation noted included several old stage black walnut trees around the farmhouse that will be removed when mining gets <br />to the area. No other significant trees exist within the proposed permit area, (Photos 3 and 4) <br />Proposed access is from 61.75 Road. The applicant will be required to improve the road to include a turn lane. 62.00 is <br />currently an upgraded gravel road that should not be impacted by the operation. (Photo 5) <br />Current maps do not show existing irrigation features for the site such as ditches and irrigation piping. Specifically noted as <br />absent were field laterals, piping, return ditches and culverts. These items were pointed out to the applicant. Please submit <br />maps to reflect current irrigation features and post mining placement. Also. any proposed plans to relocate or alter any of the <br />features should be addressed within Exhibit G under Surface Water. the Mininc Plan and Reclamation Plan. No other <br />manmade features were noted as missing. (Photos 6 and 7) <br />The inspector noted standing water on the east side of the main access road at 62.00 Road down the ridge. The noted area is <br />outside the proposed mining boundaries by approximately 200 feet. This water appears to be approximately 20 to 30 feet <br />below the starting contour of the 1`~ Phase of mining. Visual inspection appears to suggest that the water may come from <br />exposed groundwater from a gravel operation just south of the site. The other pit has exposed groundwater at approximately <br />40 feet that runs north toward the observed standing water. This area is probable the area referred to by some of the <br />neighbors with issues concerning springs and ground water. The existence of the water here and noted at the adiacent gravel <br />is unavoidable. Both the applicant and landowner stated that the standing water and exposed ground water at the adjacent pit <br />are seasonal in nature and directly due to irrigation activities. These areas dry up soon after the irrigation season stops and <br />return when it is resumed. Staff cannot be certain however of its origins. (Photo 8) <br />The applicant has stated that he is working with the Montrose County to alleviate concerns of mining impacts to the area. Staff <br />requests that any agreements for landscaping of sight berms, buffer zones, etc. be supplied to the Division for incorporation <br />into the application.
