(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2000-103 <br />INSPECTION DATE 3/16/04 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110 permits. The operator <br />was contacted about scheduling the inspection. The operator's representative named on page one was present throughout the <br />inspection. <br />The site was active at the time of the inspection. Subsoil and fill material is being excavated and removed for use on a nearby <br />county bridge project. Most of the material that can be excavated from the site has been removed already. All remaining <br />native material is still in the highwall in the north end of the site, where a loader and trucks were working. A large amount of <br />topsoil imported from another permitted area was also stockpiled on the pit floor, to be processed and/or sold. A small screen <br />was set up on the east edge of the floor. <br />There was some woody debris on the south edge of the floor, which will be removed from the site by pulling it onto the floor by <br />excavator, and hauled away. The wellhead at the north end was marked. <br />The highwall was slightly gentler than 1:1, but was significantly steeper than 2:1. The present condition of the highwall and the <br />reclamation measures needed to reduce the slope to the approved final gradient of 3:1 were discussed. Since the top of most <br />of the highwall was almost at the upper permit boundary on the west, the operator cannot reduce the slope by balanced cut and <br />fill, without the reclamation disturbance extending outside the west boundary. There was a sufficient volume of unmined <br />material on The north end of the site which could be pushed to the south and backfilled against the highwall. Another alternative <br />to reduce the slope is to use the large volume of imported soil presently stockpiled onsite for backfill material. <br />The operator suggested another alternative to allow slope reduction for reclamation: an amendment to add permitted acreage <br />up the slope to the west to provide sufficient area to disturb and material volume for cut and fill from above. The first two <br />alternatives (in the previous paragraph) are possible now, without applying for an amendment and without increasing the bond <br />amount. However, until the slope is reduced to final gradient or an amendent is approved, sufficient material must be <br />preserved onsite and remain available for backfill against the toe of the slope. <br />Other reclamation measures were discussed, such as the seeding and excelsior blankets. <br />No further items were observed during the inspection.
