III. COMMENTS • COMPLIANCE
Below are comments on the Inspection. The comments include discussion.of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the
operator during the field inspection. There was no activity on site.
Roads
The paved entrance road was in good condition. Although there was some debris on the side of the
road, the road was still passable. The cable was strung across the road at the top of the hill. The bridge
was passable. The gate to the mine site was open.
Sims and Mazkers
The mine 1D sign was up at the top of the hill. Surface disturbance markers and permit boundary signs
were up around the mine site. A few more surface disturbance markers could be used to better define
the disturbed area.
Hydrology
The water level in the sediment pond was about 1 foal below the gated primary discharge tube. The
gated valve was closed. The riprap in the emergency spillway was intact. Pond inslopes were stable.
The pond embankment was well vegetated.
The water level in the Edwards Mine portal spring water treatment pond was about 6 inches from the
horizontal pipe. The pond receives water from the east side spring. Discharge was about 20 to 30 gpm.
The discharge was dark orange in color but has been shown in previous testing to be in compliance
with receiving stream standards. The pond embankment was stable and well vegetated.
Mine Fire
No signs of the mine fire were noticed. There was no odor of smoldering coal, nor were there signs of
venting smoke or steam.
Facilities
The doors to the office building were open. There was some mine debris scattered around the site.
Vegetation
A lot of the vegetation on the flat portion of the site is turning brown. There was some thistle along the
reclaimed mine road. Also, tamerisk was found near the gate, in both ponds and near the east spring.
c:/word/bear3/insp0604
