To the extent that Cotter wishes to <br />prompt the meeting with the Division which is required to occur under the authority of <br />Section 7.2.4(a) of the Mineral Rules and Regulations (the rules), Cotter appeals the <br />Division's finding. Prior to the arrangement of a meeting with the Division, Cotter requests <br />that the Division support the basis for its determination. Specifically, Cotter maintains that <br />the Division has failed to provide "factual statements including a review of the permit <br />application, approved permit application, proposed or existing metallurgical proces:~, known <br />site geology or geochemistry, and the most recent site inspection" as required by tl>e rules at <br />Section 7.2.2(1).
