III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />19 January 2006 <br />Pg 1/2 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDMG. <br />The inspection was conducted on 19 January 2006. Tay Tonoai of CCC <br />accompanied me on the inspection. The mine was actively mining coal and hauling <br />coal to the Loadout at the time of the inspection. The mine was also loading a train <br />at the time of the inspection. The weather was cold and snowing and the ground <br />was covered with approximately four inches of snow. <br />Roads: -The access road and haul road to the Gossard Loadout is a paved road. <br />The road was well maintained and in good condition. <br />-The light-use road to the West Pit and East Taylor ponds was covered with snow but <br />appeared to be well maintained and in good condition. <br />-The haul roads in the East and West pit areas were all well maintained and stable at <br />the time of the inspection. No erosional problems were noted on these roads. <br />-The light-use roads around the Gossard Loadout and to the rail loop we're all well <br />maintained and in good condition. <br />Hydrologic Balance: -Sump 2 appeared to be dry at the time of the inspection. The <br />sump was stable at the time of the inspection. <br />- Sump 3 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water). The sump was stable at the time of the inspection. <br />- Sump 4 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water). The sump was stable at the time of the inspection. <br />-Sump 5 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water). The sump was stable at the time of the inspection. <br />- The West Pit Pond (NPDES 008A) appeared to be dry and was not discharging at the <br />time of the inspection (obviously). The water that would "normally" report to this <br />pond is held in the west pit (the only water is runoff from the vegetated side of the <br />west pit fill). The embankment was covered with snow but appeared to be well <br />vegetated and stable and there were no erosional problems noted. <br />-The East Taylor Pond (NPDES Ol OA) was not accessible due to snow at the time of <br />the inspection. The pond was not, however, discharging at the time of tyre <br />inspection. The embankment was covered with snow but appeared to t>e well <br />vegetated and stable and there were no erosional problems noted. <br />- The Gossard Pond (NPDES 003A) contained water approximately three feet below <br />the riser pipe and was not discharging at the time of the inspection. The pond <br />embankment was covered with snow but appeared to be well vegetated and <br />stable and there were no erosional problems noted. <br />
