(Page 2) <br />MINE ID # OR PROSPECTING ID <br />INSPECTION DATE: to-n~- INSPECiOR'SINITIALS: (;RS <br />This Inspection of Washington County Permit Number M 1981-125 was conducted by Gregg R. Squire of the DMG, <br />who was accompanied by Larry Champ of Washington County. The operator has posted a Permit ID sign and <br />marked the permit area. However the Permit Number on the ID sign has been weathered and is no longer <br />Ieglble.The operator should repair the sign and send a photo of the repaired sign to the DMG. <br />The main reason for this Inspection was to determine the status of a series of operations which were all permitted <br />under Permit No. M 1981-125, generally referred to as the Gebaeur Plt, but which or(ginally included 13 different <br />sites referred to by Pit numbers. Following inspections of each site in March and April of 1962, the submittal of an <br />annual report on each site from Washington County an January 14, 1983, which indicated that several of the sites <br />had never been disturbed, and additional inspections of the sites in 1992, a review of the entire situation was done <br />and a summary was sent to Mr. Poynter, Washington County's Attorney, on August 3, 1992. In that letter Pit #3, <br />the Gebaeur Pit was released. It was further stated that ° If Washington County pn obtain a letter from the <br />landowner that he is satisfied with the current condition of Pit No. 2 the Division will release this pit " The 1992 <br />letter concluded with the statement that "This will leave Pit Nos. 4 and 5 which must be released before Permit No. <br />M-81-125 can be totally released." <br />At the time of this October 3, 2002 inspection the only pits still considered to be active under Permit M 1981-125 <br />were Pits 2, 4, and 5. These pits were Inspected. The observations made for each pit follow: <br />Pit No. 2, which will be referred to as the Schook (sp ?) Pit, is located in Section 27, T1N, R52W. This pit is in the <br />same condition as it was in 1992, with a cut about six to eight feet in height along the north side of the pit and <br />adjacent to a fence line. It was noted that the site area Is well vegetated and stable. This cut is steeper than the <br />required 3H:1V final reclaimed slope. Mr. Champ stated that he believed that the same land owner owns the <br />property on bath sides of the fence. As stated in the Division's 1992 letter, if the County can obtain a letter from the <br />land owner that he is satisfied w(th the current condition of Pit No.2.the Division will release this pit. If the County <br />does not submit such a letter by November 29, 2002, the Division will assign a separate permit number to this pit <br />and require the operator to begin reclamation of the slope, since no mining has taken place for over ten years. It <br />should also be noted that If this site is assigned a separate permit an annual permit fee will be assessed until the <br />permit is released. <br />Pit No. 4, the Drullinger Pit, is located in Section 17, TSS, RSOW. This pit is the only currently active one under the <br />_ Gebaeur/M 1981-125 file. The Division will continue to utilize the current M 1981-125 file number for this o~eratlon, <br />but it should be referred to as the Drullinger Pit rather than the Gebaeur Pit. The only problem noted at this site was <br />that the permit numbers on the Mine ID sign were badly weathered and need to be repaired. Once this is done a <br />photo of the repaired sign should be sent a Division. <br />-~'l~1 (l ~5 I-3 a <br />Pit ill be referred to as th .F. Smith Pit si ce r. Champ indicated that that is the name of the land owner. <br />This pit is located in Section 31, S, R49W. Mr. Champ stated that the County had not been operating in this pit <br />for 15 or 20 years but that another operator had utilized the site within the last 10 years. The area has some <br />highwalls which need grading, some areas of excessively rough ground and seve2l piles of material which need to <br />be graded out or removed.' Topsoiling and seeding will also be required. Since the County is the current permit <br />holder, it is responsible for this work. Also, since this operation is separate from the Drullinger Pit and many miles <br />from it a new permit will be issued, with the associated fees. If Washington County does not plan to operate this pit <br />they must begin reclamation activltles, and complete the reclamation (obtain a release) within five years. If the land <br />owner or another party wishes, once the new permit number is assigned, the permit could be transferred to them <br />through the Division's Succession of Operator process. <br />If Washington County has any questions or wmments please feel free to contact Gregg Squire at 303-866-4062. <br />
