<br /> <br />INSPECTION REPORT <br />FILE N0. M-77-304 <br />DATE: January 29, <br />- PAGE 2 <br />1986 <br />OBSERVATIONS OF IMPORTANCE: <br />1.) Inspectors met Mr. H. Wayne Sellers and Mr. Jerry Dougherty at the mine <br />site. <br />2.) The inspectors and Holly personnel reviewed the current mine status and <br />discussed various detail requirements of the pending amendment for the <br />Rex Quarry. <br />3.) The site is inactive, and has been for about 3 years. <br />4.) Virtually the entire permit area is disturbed and most of the permit <br />area has been at least partially worked since 1973 according to Holly <br />personnel. <br />5.) Some of the older areas exhibit some natural re vegetation. <br />RECOMMENDATIONS: <br />1.) The revised amendment should be submitted as soon as possible. We will <br />continue consideration to the March, 1986 Board meeting. <br />2.) The amendment should include improved maps (4 copies) which are of <br />sufficient scale and with sufficient relief detail to allow quick <br />location identification in the field. The maps will also show such <br />details as permit boundary and work areas and phases. <br />3.) Also, the materials will include your revised mining and reclamation <br />plans with some very general and approximate schedules. <br />4.) The operator might consider performing a general survey of naturally <br />invading species to assess possible useful re vegetation methods. Test <br />plots may also be useful. <br />5.) Technically, the operation is in a state of cessation and a formal <br />Temporary Cessation should be requested. Please review the Act and <br />Rules and Regulations with regard to Temporary Cessation and notify the <br />Division if you wish to apply for Temporary Cessation. Also, the <br />cessation would be retroactive to the date of last operation. Temporary <br />Cessation should be implemented if mining or mining related activity is <br />not planned to initiate within one year of this report. <br />/bdc <br />7354E <br />
