III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. This former underground site is entirely reclaimed. Mr. A.J. <br />Iuppa. the landowner at the site. opened the gate to allow access to the area. <br />Ground conditions were dry and the weather was warm and mild. <br />~drologic Balance <br />The clean water diversion ditch behind the topsoil footprint reclaimed area <br />requires maintenance along its lower reaches. Sedimentation from the undisturbed <br />area above this ditch has compromised the ability for the ditch to divert water <br />around this area. <br />Processin4 Waste <br />The south-facing slope of the refuse highwall was traversed on foot. No sign of <br />slumps. slides, or damage was noted. Contour furrows appeared generally in good <br />condition. Seeps or springs were not noted from the refuse highwall area. The <br />armored channel lining of the refuse collection ditch was found in excellent <br />condition. <br />Revegetation <br />Cicer milkvetch is sprouting over most of the reclaimed area. South facing slopes <br />are generally ahead of other areas in terms of new growth. Ground conditions are <br />dry and moisture would be beneficial. Interseeded areas of the refuse slope appear <br />to have more grass plants than previous years, although these new grass sprouts <br />have not established to any significant degree at this time. Erosion of this slope <br />is likely to continue until vegetative cover improves. <br />Overall, the site appeared in good condition for the spring season. <br />3 <br />
