Minesite Inspection Narrative <br />Page 3 of <br />All drainage control culverts were open and functional. One culvert located on <br />the road, crossing the east collection ditch at the material storage area was not <br />shown on the map from the Albuquerque Field Office permit package. <br />Mr. Ranney informed me he was sure that this culvert was approved, was on <br />the most recent maps and he would contact the consultant and ask he provide <br />me a copy of this map. I told Mr. Ranney that would wait until returning to <br />Albuquerque before issuing a Ten Day Notice to allow for the map to be send to <br />me as the consultant was not available during the inspection. The consultant, <br />Darry Ferguson contacted me by phone after my return to Albuquerque and <br />faxed me a copy of the section of the map showing the culvert. Additionally he <br />said he would a copy of the actual map. As material has been provided <br />showing the culvert a TDN will not be issued. <br />There has been no recent activity at what is referred to on permit maps as the <br />fill area. Also there has been no recent activity on the two areas mined on each <br />side of the watershed above the fill. <br />Sediment had built up and almost blocked the east collection channel below the <br />mining bench on the east side of the fill area. This buildup was cleaned before <br />the inspection was completed and as the flow had remained under control no <br />enforcement action is warranted. Water was flowing in this channel during the <br />inspection. <br />While inspecting this channel I noticed yellowish-orange staining of rocks in this <br />channel and the channel itself that is indicative of acid mine drainage. The <br />water flowing in the channel was coming from seeps on the mining bench <br />above this channel. It appeared that this water was seeping off an exposed <br />coal seam on the bench. <br />During the morning on March 23 DMG collected and tested with a pH meter <br />water from the channel above where the cleaning had been done and off the <br />bench. The sample from channel showed a Ph of 7.3 and the sample from the <br />bench showed a pH of 5.44. <br />This water was not leaving the site and in fact was not reaching the pond so no <br />enforcement action is warranted at this time. However it was apparent that <br />acid forming materials are present on this site and the permit for this should be <br />revised to include any needed mitigation for acid mine drainage. <br />It is my understanding that the areas where gravel mining is ongoing will not be <br />mined for coal so removal of this area from the permit should be considered to <br />avoid confusion about liabilty for reclamation in the future. <br />
