Minesite Inspection Narrative <br />Inspection Date March 22 and 23, 1995 <br />Mine: Carbon Junction <br />Company: <br />Oakridge Energy Inc <br />278 Sawyer Drive Suite 1 A <br />Durango, CO. 81301 <br />Weather: sunny cool and windy <br />Comments <br />Carbon Junction is a small surface mine that has been in temporary cessation <br />for several years. Within the permit boundaries there is an active gravel mining <br />operation that according to the DMG Proposed Decision Document dated June <br />25, 1993 includes 34.5 acres. Also, there are two areas on the west side of <br />the mine where wheatfields extend into permit. One of these areas is <br />southwest of topsoil stockpile N8 and the other is west of topsoil stockpile #2. <br />According to DMG representative Harry Ranney and company representative, <br />the area where the gravel is being mined was never disturbed to facilitate coal <br />mining. No evidence of any coal mining activities within this area or where the <br />wheat was being grown could be identified. <br />There are joint use areas that were used to facilitate coal mining and now are <br />used for the gravel mining operation. These consist of the access road in the <br />permit area, parking and equipment storage areas located between the gravel <br />and coal mining operations. A pile of topsoil salvaged from the gravel operation <br />has been stored on the joint use equipment pad. Both the joint use and gravel <br />mining areas have been delineated on permit maps. <br />Mine records and monitoring reports were reviewed at the company office in <br />Durango during the morning of March 22. A copy of the permit which was <br />issued July 31, 1993 and will expire July 31, 1998 was on file. No blasting <br />has been done by the company in the past three years according to Harry <br />Ranney so there are no blasting records at this time: If the operation starts up <br />public notice must be made in the local paper before any blasting is done and <br />the company must use a certified blaster in compliance with Colorado's <br />regulations. <br />Haulroad and pond annual certifications were done July 1994. As built <br />certifications for the two sediment ponds for the coal mine were on file. The <br />1994 annual hydrologic report had been completed March 6 of this year. <br />
