lli. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was an aerial inspection of the Yoast Mine conducted by Harry Ranney of the DMG. Aerial <br />photographs were taken on Apri127, 2003. Weather conditions were cloudy and windy at the <br />time of the flight. The aerial photographs were reviewed by Mike Boulay of the DMG. Very <br />little snow cover was present at the site at the time of the flight. Ground conditions appeaz to be <br />wet throughout most of the site. <br />Roads <br />Coal was not being hauled from the mine at the time of the flight. The dragline was operating in <br />the Yoast South Area. Haul Roads A and B were visible in the photos. These haul roads were <br />free of snow cover and appeazed to be well maintained. <br />Slides and Dama¢e <br />Review of the Pond 012 azea photograph indicates that additional movement has recently <br />occurred at the slide area below the Haul Road D embankment above Pond 012. A landslide <br />originally occurred at this location in Mazch 2000. Technical Revision No. 18 was submitted and <br />approved for the remedial repair plan and slope stability analysis for the landslide. Alternative <br />slope stabilization methods were proposed with TR-18. Slope flattening and regrading of the <br />azea has been implemented since the approval of TR-18. An aerial photo taken in September 6, <br />2001 (after the azea was regazded and repaired) shows some minor cracking beginning to form <br />just below the Haul Road D embattlartent. <br />Based on this inspection, it is appazent that significant additional cracking and slumping has <br />occurred. The aerial photo taken on Apri127, 2003 shows that the slope appeazs to be saturated <br />in some locations and new cracks have formed just above the Pond 012 inlet and immediately <br />below the Haul Road D embankment: The aerial photographs from September 6, 2001 and from <br />Apri127, 2003 are included in this inspection report. It appears that the head scarp associated <br />with the slide is moving closer towazd the haul road embankment. From the recent photo it does <br />not appeaz that Pond 012 has been impacted at this time. <br />Additional mitigation efforts will need to be implemented to stabilize this slope. It appeazs that <br />the haul road may be significantly impacted if additional movement at the slide area occurs. To <br />avoid additional damage and potential enforcement action please take steps necessary to stabilize <br />the slope and repair the slide damaged azea. Please also keep the DMG informed of any <br />additional slope failure or damage that may occur, prior to implementing slope stabilization and <br />remediation at the slide-damaged azea. <br />
