III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals and <br />Geology. No one else was present during the inspection. The ground was wet from the recent <br />melting of snow. Both entrance gates on County Road 53 were locked. <br />HYDROLOGIC BALANCE <br />Sedimentation Ponds <br />Ice has completely melted from both ponds. <br />Pond HG-8 was discharging an estimated 75 gpm of clear water. The pond's inslopes and <br />embankment appeared stable. <br />Pond 003 was discharging an estimated 30 gpm of clear water and its inslopes and embankment <br />appeared stable. <br />Water is ponded in low spots north of the southernmost shrub enclosure. <br />Springs and Seeps <br />RSP-3 was flowing an estimated 10 gpm of clear water. A seep was evident on the south side of the <br />excess spoils pile near N 379,000,E 1,498,500. This seep has previously been reported. Seepage <br />was also active at RSP-1, RSP-2, and RSP-4. RSP 5 was dry. <br />:~~7X~7~~_~l[~7: <br />The site has not yet turned green as winter snow pack only recently melted <br />SLIDES AND DAMAGE <br />Slump in Southeastern Portion of Reclaimed Pit Area <br />The misalignment of markers (steel posts) on the slump appears the same as when last examined in <br />the October 1997 inspection. <br />The outlet of the french drain that daylights on the ridge south of the slump is dry. The drain pipe that <br />daylights on the ranch road below the slump was flowing a strong trickle of clear water. Flow from this <br />pipe has stained the ranch road bright orange over a distance of approximately 50 feet from the pipe. <br />The staining occurs with a small amount of the white foam and gray gelatinous sludge at the pipe's <br />outlet that was first reported in the Division's September 25, 1997 inspection report. <br />No sign of movement was found in the previously reported 1-foot scarp and crack in the soil along the <br />old highwall near coordinates N375,000; E1,498,000. <br />-3- <br />
