III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was an aerial inspection of the Bowie No. 2 Mine conducted by Susan Burgmaier
from DMG. Harry Ranney took the Aerial photos on June 13, 2006. Weather was clear
and the ground was dry.
Ponds B and C held water, but it was not apparent whether either was discharging.
Pond B and C each had a bright blue object floating in them, but it was not apparent
from the aerial photographs what those objects were. Pond B had a considerable
amount of sediment and/or coal fines at the west (inlet) end. BRL should verify the
capacity of the pond and clean it out if necessary. The Gob Pile pond appeared to be
dry, as did Ponds F and K.
A train was being loaded at the loadout. An excavator was working on the road below
the fan bench, apparently doing ditch maintenance. Numerous pieces of equipment
were on Gob Pile No. 2. No activity was observed in the new borrow area between the
two gob piles. No equipment or activity was observed on Gob Pile No. 1. It does not
appear that any new waste material has been added to this pile for some time, nor has
any cover been placed on the pile or reclamation activity been observed. The Division
will be looking into the reclamation schedule for Gob Pile No. 1.
No apparent problems were noted, and the site looked good overall.
