Comments also ;hzscrihe any enforcement actions taken during <br />the inspection and the facts or eviden ce sc.c;,:,r•i^ •he enforcement action. <br />This was an aerial inspection flown by Harry Ranney of the Colorado Division of <br />Minerals and Geology on October 4, 2002. Kent Gorham of the Colorado Division of <br />Minerals and Geology (GONG) reviewed oblique aerial photographs. The coal <br />operation is currently under a temporary shutdown due to market conditions. <br />Roads <br />The operator is dressing, seeding, and mulching the outslope of the lower portion <br />of the Jeff Canyon Haul Road. Course rock on the outslope is being covered with <br />finer material prior' to seeding and mulching. <br />IlycJrologic Balance <br />Pond OU5 in Cuw Canyon was clearly visible in one photo. The pond appears <br />complete with the possible exception of seeding and nrl,iching. If this pond is <br />complete. please submit the as-built certification that the pond has been <br />constructed in accordance with the approved design in Exhibit 15 of the permit <br />application. <br />Ditch D85 may require cleanout where flow was directed from the pit area into tf <br />ditch. P1 ease ensure that ditch capacity n>eets the design requirements of the <br />approved permit application. The operator should also ensure that flaw headed <br />west in ditch D85 to pond OUS does not encroach upon Che large topsoil pile <br />located below ditch D85 as that flaw heads downhill after leaving the ditch. <br />7errQorary ditching may be necessary until such time that fill OU8 and the <br />associated downdrains are conpleted. <br />
