III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the month of March, 2002. The site is operating <br />at its normal rate. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be satisfactory. See page 5 of this <br />report for further details. <br />HYDROLOGIC BALANCE: The West pond has about a foot of water in it but was not discharging. The <br />East pond was dry. All culverts and ditches were inspected and one needed some minor cleaning. The <br />100 year ditch at crest of the waste pile needs some minor regarding to restore its integrity. The 100 year <br />waste pile ditch at a point above the maintenance shed requires some leaning to restore its integrity. The <br />clean water diversion ditch just above the coal sales office needs some minor cleaning as well. The upper <br />surface drainage vent at a point below the midpoint of the conveyor belt has been damaged and should <br />be repaired. <br />GENERAL MINE COMPLIANCE: The site is clean and well maintained. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted off <br />the top. <br />
