October 21, 2003
P & M Coal Company
4601 DTC Blvd.
Denver. CO 80237
Edna Mine
Complete, oversight inspection
September 23, 2003
Participants:
Steve Leach, P & M Coat Co.
Tom Kaldenbach, Colorado Division of Minerals and Geology (DMG)
Henry Austin, Office of Surface Mining (OSM)
I participated in the above inspection on Sept. 22 & 23, 2003, with the above. Weather conditions were
fair and dry, with ground conditions dry in all locations inspected. The DMG / OSM Oversight Team
selected this site for complete inspection during the 2003-2004 evaluation periods. The complete
inspection also evaluated both offsite impacts and reclamation success. There were no offsite impacts
observed or identified during the inspection. Reclamation success is proceeding according to the
approved permit requirements. Generally, areas appeared stable with only minor erosion noted, and that
had been repaired this year. No other reclamation activities are required on the entire site at this time,
with the exception of minor erosion repair, environmental monitoring, weed control, and removal of the
4 sediment ponds in series adjacent to the railroad tracks at the former train loadout area. The permittee
is performing these activities as required.
Revegetation success varies throughout the site, and this was discussed with the participants during the
inspection. Several variables are at work here including recent drought conditions, topsoil vs. no topsoil
in most of the West Ridge reclamation area, strip (annual) seeding of the Moffat Pit annual reclamation
areas appears extremely variable with respect to perennial grass cover, total cover, forb and shrub
establishment, etc. Revegetation success is being monitored /measured by the permittee.
In addition, prior to this inspection, the Team discussed that my participation in this complete inspection
would include a field evaluation of the Edna Mind bond release application No. 8 (SL-8) dated
September 9, 2003. I was provided a copy of the bond release application during the inspection. The
formal DMG bond release inspection was held October 8, 2003, and OSM is in receipt of this DMG
bond release inspection report.
