CO 80237 <br />Edna Mine <br />Complete, oversight inspection <br />September 23, 2003 <br />Participants: <br />Steve Leach, P & M Coat Co. <br />Tom Kaldenbach, Colorado Division of Minerals and Geology (DMG) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in the above inspection on Sept. 22 & 23, 2003, with the above. Weather conditions were <br />fair and dry, with ground conditions dry in all locations inspected. The DMG / OSM Oversight Team <br />selected this site for complete inspection during the 2003-2004 evaluation periods. The complete <br />inspection also evaluated both offsite impacts and reclamation success. There were no offsite impacts <br />observed or identified during the inspection. Reclamation success is proceeding according to the <br />approved permit requirements. Generally, areas appeared stable with only minor erosion noted, and that <br />had been repaired this year. No other reclamation activities are required on the entire site at this time, <br />with the exception of minor erosion repair, environmental monitoring, weed control, and removal of the <br />4 sediment ponds in series adjacent to the railroad tracks at the former train loadout area. The permittee <br />is performing these activities as required. <br />Revegetation success varies throughout the site, and this was discussed with the participants during the <br />inspection. Several variables are at work here including recent drought conditions, topsoil vs. no topsoil <br />in most of the West Ridge reclamation area, strip (annual) seeding of the Moffat Pit annual reclamation <br />areas appears extremely variable with respect to perennial grass cover, total cover, forb and shrub <br />establishment, etc. Revegetation success is being monitored /measured by the permittee. <br />In addition, prior to this inspection, the Team discussed that my participation in this complete inspection <br />would include a field evaluation of the Edna Mind bond release application No. 8 (SL-8) dated <br />September 9, 2003. I was provided a copy of the bond release application during the inspection. The <br />formal DMG bond release inspection was held October 8, 2003, and OSM is in receipt of this DMG <br />bond release inspection report. <br />
