1 • <br />• <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by DMG staff <br />from the Durango Office, 484 Turner Drive, Building F, Suite 101, Durango, CO 81301, <br />phone (970) 247-5469. Jim Hendricks was not available to accompany the DMG <br />inspector. <br />No activities were observed at the Carbon Junction Mine during the time of this <br />inspection. Reclamation progress (topsoil replacement) was evident for the rock fill <br />area. <br />Public access is controlled by gate and fence, gate was open. Haul road within permit <br />area is asphalt surfaced. Access roads are gravel/dirt surfaced. All roads were well <br />maintained. Road side drainage ditches and culverts appeared clear and functional. <br />Sediment Pond 1, located at the far south end of the permit area, was dry. Primary <br />spillway was clear and stable, no discharge noted. Secondary spillway was well <br />vegetated and stable, no evidence of discharge. Pond embankment, inslopes and inlets <br />appeared well vegetated and stable. <br />Sediment Pond 2, located along the west side of the permit area, was dry. Primary <br />spillway was clear and functional, no discharge noted. Secondary spillway appeared <br />stable, no evidence of discharge. Pond embankment was well vegetated and stable. <br />Rock check dams in the inlet ditch were intact. <br />Mine identification sign was posted at the mine entrance. Topsoil signs were observed <br />on topsoil stockpiles. Permit boundary markers were posted. <br />Fuel storage tanks within the Mutual Use Area (MUA) were surrounded by spill <br />containment berms. Fuel tanks appeared intact, no evidence of rupture or leakage. <br />Request for Address Verification On 5/2/99, DMG was informed by the US Post <br />Office of a new mailing address for Oakridge Energy: P.O. Box 5280, Durango, CO <br />81301-6815. Please verify the correct mailing address for Oakridge Energy. <br />
