III. COMMENTS -COMPLIANCE <br />Elk Creek C-1981-022 <br />Pg 1/1 26 April 2007 ~'~~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Elk Creek and Sanborn Creek Mines conducted by Jim Stark of <br />CDRMS. The photographs were taken by Harry Ranney of the Division. This inspection focused on <br />some of the outlying support facilities at the site. The weather was clear and the ground appeared <br />to be dry at the time of the flight. <br />Roads: -The mine access road is a paved road. The road is well maintained and in good condition. <br />- The road to the Elk Creek portals and facilities area appeared to be stable and well maintained at <br />the time of the inspection. No erosional problems were noted on the road at the time of the <br />inspection. <br />- The road to the Hubbard Creek fan appeared to be well maintained and stable at the time of the <br />inspection. No erosional problems were noted on the road. <br />- The access road to the Sanborn Creek gob vent boreholes appeared to be weft maintained and <br />stable at the time of the inspection. No erosional problems were noted on the road. <br />Hydrologic Balance: - Pond F contained a small pool of water at the time of the inspection. The <br />pond appeared to be stable at the time of the inspection. No erosional problems were noted on the <br />pond embankment. <br />- The clean water diversion ditch around the Hubbard Creek fan appeared to be stable and well <br />maintained at the time of the inspection. No erosional problems were noted in the ditch. <br />- The ditch around the Hubbard Creek fan (to Pond F) appeared to be stable and well maintained at <br />the time of the inspection. No erosional problems were noted in the ditch. <br />- All of the gob vent borehole pads, which are all SAE's, appeared to be stable at the time of the <br />inspection. There did not appear to be any erosional problems on any of the pads, indicating that <br />runoff from the pads is adequately controlled. <br />Support Facilities: -The Sanborn Creek Fan area appeared to he stable and no erosional problems <br />were noted. <br />- The Elk Creek Mine facilities area appeared to be stable at the time of the inspection. No <br />erosional or other problems were noted at the time of the inspection. <br />- The downhill conveyor from the Elk Creek Portals to the coal stockpile was stable and in good <br />condition at the time of the inspection. <br />Off-Site Support Facilities: -The Hubbard Creek fan pad was stable at the time of the inspection. <br />No erosional problems were noted on the pad. <br />- All of the gob vent borehole pads for the Sanborn Creek GVB's were stable and appeared to be in <br />good condition. No erosional problems were noted on any of the pads at the time of the inspection. <br />Overall, the Elk Creek and Sanborn Creek Mine site is in good condition. <br />
