i <br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. No one else was present during the field portion of the <br />inspection. Jay James of Montgomery Watson represented the operator during the records <br />check. <br />The ground was dry. Both entrance gates were locked. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Montgomery Watson office in Steamboat Springs. <br />The records checklist is attached. <br />SIGNS AND MARKERS <br />The operator has not yet installed new permit boundary markers to delineate the new <br />boundary that resulted from the recent partial Phase II/III bond release. The new <br />markers are one of several items the operator is working toward resolving as a result of <br />the Division's recent Midterm Review. Responses to the review are due November 30, 1999. <br />REVEGETATION <br />Shrub transplants looked healthy in shrub parcels 003. HG-8. and E. Most shrubs are less <br />than two feet tall. Shrubs are doing the best in parcel E. Plastic mulch remains in <br />place in the parcels. Few weeds were found in the enclosures. <br />SI I1MP ARFA <br />No problems were found at the slump. The steel stakes remain in alignment across the <br />slump. Revegetation is sparse. The area was re-disturbed last year when under-drams <br />were installed. The slump area appears to have recently been broadcast seeded. There was <br />no evidence of discharge from the drain outlets. <br />Page 3 <br />
