III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />Notes: <br />This report is based on an aerial inspection of January 8, 2002. Mr. Harry Ranney, <br />Environmental Protection Specialist (EPS) of the Division, made the flight and took aerial <br />photographs. This report is compiled by Byron G. Walker, EPS, based on an oral debriefing of <br />Mr. Harry Ranney and a review of photographs taken by Mr. Ranney. Mr. Ranney stated that <br />he saw no problems at the site. No items of noncompliance are apparent in the photographs. <br />Photographs are on file at the Division, and are numbered 25-02-01-08-1 (1), 2 (2), and 3 (3). <br />Copies of the photographs are provided along with a copy of this inspection report to the <br />permittee. Comments are necessarily limited to the scale and detail of the photographs. The <br />Portal 3 area and the Loadout Area were not covered by this inspection. <br />ROADS The access road into the Portal 1 facilities area appears best in Photograph 3. It is snow <br />covered, but appears to be in good shape. <br />HYDROLOGIC BALANCE All impoundments appear in Photograph 1. Pond T-2 and P-9 also <br />appear in Photograph 2. All but the sedimentation pond appear in Photograph 3. All ponds <br />appear to be in good repair. The long pond is the only pond clear of ice and snow. Treated <br />water does not appear to be routed from Pond T-2 through Pond P-9 to the discharge point. <br />No overland surface flows appear, and no erosional features are apparent. <br />PROCESS WASTE The waste disposal site appears best in Photograph 2.
