<br />Edna Mme; pg.2 <br />Both the West Ridge and Center Ridge permanent impoundments were inspected as was spoil <br />spring # I. The Center Ridge pond discharge and spoil spring # I were tested for field parameters <br />and a sample of spoil spring # 1 was taken for laboratory analysis. Impoundment embankments <br />are stable and both inlet /outlet areas are also stable. <br />Several of the open channel spillways on the impoundments constructed via the West Ridge <br />Hydrologic Reconstruction Plan were damaged during Summer 1996 as the result of surface <br />water runoff from a rain storm in excess of the 100yr. / 24hr. event. Spillways have been <br />reinforced by geo-textile installation under rip-rap and appeared stable. Several of the <br />impoundments held water and channel morphology between impoundments did not exhibit <br />anything of concern. <br />Former haul roads and / or access roads which have been approved by DMG for retention to <br />facilitate the postmining land use were not specifically documented in the bond release application <br />nor specifically checked during the inspection. Postmining road configurations and approvals will <br />be confirmed by the DFD before concurrence is provided for any proposed bond release. DFD has <br />discussed the need for DMG to provide the proposed bond release decision document to the <br />appropriate USDI /Bureau of Land Management Office (BLM) to provide BLM <br />documentation which will enable their written concurrence to DFD concerning bond releases <br />which involve BLM surface lands and / or mineral lease jurisdiction. <br />In conclusion the proposed Phase I release areas closely resemble the approved postmining <br />topography with only minor deviations which are well documented in the release application. <br />Surface water runoff control exists as approved in the permit with the drainages and <br />impoundments inspected and contained in the release areas functional and stable. <br />DFD will await the proposed bond release decision from DMG and conduct any additional <br />research necessary in order to determine concurrence with the proposed decision. <br />DFD wishes to commend the pennittee for the enormous effort carried out this past year to close <br />and completely reclaim the Edna Mine. The permittee has demonstrated both expedient and high <br />quality work during this mine closure and DFD recognizes the dedication and professionalism <br />exhibited by the Edna Mme staff and support personnel. <br />Please direct any comments /questions concerning this report to Henry Austin at (303) 844-1466. <br />
