. • (Page 2) . <br />MINE ID # OR PROSPECTING ID # M-96-052 <br />INSPECTION DATE 2/26/2001 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made of the Del Camino Sand & Gravel Mine as part of the Division's <br />on-going 4-year inspection program. The mine is located in Weld County near St. Vrain Creek, <br />approximately 1,000 feet to the north. A mining & reclamation permit was issued for this <br />operation on August 4, 1996 however the site has not yet been disturbed. Present during the <br />inspection was John Owens of Owens Brothers Concrete Company. <br />2. The Del Camino Sand & Gravel Mine is permitted for a total of 105.3 acres. The mine plan <br />specifies dewatering and dry mining methods, with offsite discharge of exposed groundwater <br />to St. Vrain Creek. The reclamation plan specifies a post-mining land use of developed water <br />resources and creation of 3 open water lakes with surrounding wildlife habitat. The operator <br />has posted a financial warranty of $49,450 in the form of a Letter of Credit. This amount <br />is still deemed to be adequate and is based on a maximum disturbance of 20 acres requiring <br />reclamation. <br />3. There are a number of permanent man-made structures that will be within 200' of the <br />affected land. The operator has already provided notarized agreements with the owers of the <br />various structures: Last Chance Ditch, oil & gas wells, and Weld County Roads 15, 26, & 26- <br />3/4. Another significant structure of concern is the Sinclair Gas Pipeline which runs <br />through the permitted area. As a condition of the permit, the operator has agreed to mining <br />at a slope no steeper than 3:1 as the pit progresses to within 30' of the pipeline easement <br />to ensure the structural integri[y of the pipeline during mining. As a related issue, the <br />operator has agreed to not mine within 50' of any designated wetlands within or adjacent to <br />the permit area. <br />4. The status of a number of permitting issues remain unknown at this time.
