Compliance :/ith Colorado Surface Coal .Yi::ing Reclamation Act <br />CRS 1973, as amended 34-33-101, et. sea., <br />and the ~ _~ <br />Rules and ~ecu?at=ons Issued pursuant to the act <br />T:is Includes a Zsting of the particular provislans of the regvlatorZ procram which were <br />examined during the course of this Inspec~on, and identifies enforcement actions taken <br />during t.':e Inspection for failure to ccmply with the Rules and Regulat_ens, t:e Act and <br />the pex-nlt. <br />4.02 Sians and Markers <br />•The identification marker for the truck scale facility has been printed and was <br />at the mine office, but it has not yet been installed. The operator is anticipating <br />having a work crew at.the facility within a few weeks at which time the marker can be <br />installed. <br />4.03 Roads , <br />Road surfaces were in good condition. She operator intends to make some changes <br />in drainage control along the access road following permit approval. <br />4.04 Support Facilities <br />Due to the reduction in work force at the mine, the refuse and coal material at <br />the truck scale has not yet been removed. The operator intends to have a work crew at <br />the facility in the next few weeks at which time the material will be removed. Apparently, <br />this material was deposited by a party not associated with the Blue Ribbon Mine but the <br />operator has agreed to clean it up anyway. The compliance deadline has been extended. <br />4.05 Hydrologic Balance <br />The mine site has experienced several rainstorm events recently. One such event <br />resulted in clogging the cross culvert below the switchback on the access road and <br />washed out a series of straw bales near pond N3. There was evidence that. the culvert <br />had recently been cleaned. The new proposed sediment control system should alleviate <br />the problem with the cross culvert clogging. <br />The straw bales must be replaced and the culvert should be cleaned of sediment. <br />
