III. COMMENTS -COMPLIANCE Southfield C-81-014 13 Apr 04 ~~ Page 1 /3 Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This was a partial inspection of the Southfield mine conducted by Jim Stark of CDMG. Sandy Brown of the DMG coal program, Berhan Keffelew of the DMG minerals program, Denise Gonzales and John Paul Ary from Fremont Paving, and Rich Boehm from Rock & Rail Inc. accompanied me on the portion of the inspection at the loadout. The mine is in permanent cessation and all of the initial reclamation (structural demolition, backfilling and rough grading, topsoil replacement and the seeding of a cover crop) has been completed. The mine has applied for and received a Phase I Bond Release for structural demolition, backfilling and rough grading and drainage control reestablishment. The weather was warm and clear. The ground at the loadout was damp and the ground at the mine site was muddy. Signs and Markers: All of the required signs (including the mine ID sign, permit boundary markers, the ID sign at the refuse pile and topsoil markers) were in place. The signs at the loadout were also in place, with the exception of those along the south fence at the east loadout because the fence was removed by the adjacent gravel pit. Roads: -The mine access road was a bit muddy but it was well maintained and appeared to be stable and in good condition. There was some very minor rutting but it does not appear to be a problem at this time. -The haul road to the refuse pile was also muddy. It was well maintained and appeared to be stable and in good condition. -The road around the east and north sides of the refuse pile to Pond 4 (and the regraded pond 3 area) was well maintained and appeared to be stable and in good condition. Hydrologic Balance: -Pond 4 contained a small amount of water at the time of the inspection. The pond was not discharging and did not appear to have discharged. The pond was well vegetated and appeared to be stable and in good condition. There were no signs of erosional problems on the pond embankment at the time of the inspection. Pond 4 is a self-dewatering pond. The dewatering pipe is equipped with a trash rack and antivortex device. - Pond 5 contained water approximately four feet below the discharge pipe at the time of the inspection. The pond was not discharging and did not appear to have discharged. The pond was well vegetated and appeared to be stable and in good condition. There were no signs of erosional problems on the pond embankment at the time of the inspection. Pond 5 is a self- dewatering pond. The dewatering pipe is equipped with a trash rack and antivortex device.
