III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On February 28, 1992 a partial inspection was conducted at the O.C. Mine. A mine <br />representative was not present during the inspection. The weather was clear and <br />warm. Roads were wet and soft from recent snow melt and freeze thaw action, but <br />only one set of ti re tracks to the portal bench showed that the mine has not <br />been active since the last snow fall (4 or 5 days ago). <br />The pond was covered with snow and did not appear to contain any water. Water <br />was noted to be flowing off the coal storage/ crusher bench into the ditch to the <br />pond. Ditches and culverts along the roads were working effectively. <br />No problems were noted. <br />
