III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This was a partial inspection of the Blue Flame Mine conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. This was also a special focus oversight inspection conducted by Henry Austin of the <br />Office of Surface Mining. The special focus topic was: preventing and minimizing offsite impacts from bond <br />forfeiture sites. Prior to May 2004 DMG had last conducted reclamation on this site in May 1993. In May 2004, <br />DMG had a subsidence feature at the top of the portal area regraded and a diversion ditch was excavated around <br />the regraded area. The site was dry. <br />HYDROLOGIC BALANCE <br />There are no ponds or ditches on the site. No gully or rill problems were found. There were no sediment fans or <br />deltas. No off=site hydrologic impacts were apparent in Hay Gulch downhill from the disturbed area. <br />REVEGETATION <br />With the exception of the newly regraded area, revegetated areas appear in good shape with no weed problems. <br />The newly regraded area has been seeded. <br />
