(Page 2) <br />MINE ID # OR PROSPECTING ID #: _1vL-1.977-48d <br />INSPECTION DATE: 111/r~rD3 INSPECTOR=S INITIALS: A IW <br />OBSERVATIONS <br />This was a normal monitoring inspection conducted by Tony Waldron of DMG along with Clarence Stevenson of <br />Baca County. The site is located approximately 7 miles southwest of Springfield, Colorado. The pit is situated <br />along an oxbow terrace of Cat Creek. The operator had at one time expressed an interest in obtaining final <br />performance warranty release for this site but changed their minds and actually converted it into a 1 12c <br />permit. <br />Since the conversion has occurred, mining has been generally moving in an easterly direction, however, it is not <br />apparent from viewing the site exactly what the mining and reclamation plan entails. It is not clear how deep <br />the deposit is and whether or not the west end is completely mined out. Since the site is considerably larger <br />than the original 110 permit area, a more comprehensive mining and reclamation plan concentrating on <br />contemporaneous reclamation closely following the mining phase should be developed. This can be <br />submitted as a technical revision to the application. <br />Doing this will allow the reclamation liability to be maintained at a.mgnageable level and at the end of the <br />mining phase most of the site should be fully reclaimed and ready for release. This approach will also allow <br />topsoil to be "live-handled". This means that the topsoil can be stripped in advance of mining and placed on <br />re-graded areas instead of into windrows or stockpiles where it would have to be re-handled at final <br />reclamation. In addition, these areas can then be seeded seasonally which will allow revegetated area to be <br />monitored for successful establishment and inter-seeded if necessary so that the majority of the site will be <br />reclaimed once mining is completed. This also allows those annually seeded areas to take advantage of <br />favorable weather years to become established and provide a seed source to adjacent areas that may not <br />have established as well. <br />The submittal of a technical revision will not be cited as a compliance problem, however, it is strongly <br />suggested that this plan should be developed.
