III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />No items of concern were generated during this inspection. The following items of interest <br />are carried forth from the inspection of November 26, 2001. These items were not checked <br />during this inspection. <br />1) The inspection reports of 11 September 2001 and 16 October 2001 were not found on tile. <br />2) The current Colorado Division of Public Health and Environment discharge permit was not <br />found on file. <br />3) The 3'd Quarter NPDES Discharge Monitoring Reports were not found on file. <br />4) A number of operator-generated documents relating to closed actions could be <br />removed from the Public Review file in the Garfield County Court House. <br />5) Siltation in Culvert 6. <br />There was a little less than a foot of snow cover at the mine site. <br />HYDROLOGIC BALANCE <br />There was drainage from both mine portals, discharging into the Long Pond. The Long Pond <br />was clear of ice. The inlet areas of Ponds T-1 and T-2 were clear of ice, as was the outlet of <br />Pond T-l . A small amount of water in Pond P-9 was trozen over. All Developed Water <br />Resources impoundments were operating properly. The permitted change to route Pond T-2 <br />discharges to P-9 has not been accomplished. There was no discharge from Pond T-2 to P-9. <br />Discharge from Pond T-2 (to North Thompson Creek) was measured at 5 gallons per 13 <br />seconds (0.38 gal/sec or 0.05 cubic feet per second). There was no evidence of any other <br />permit-related surface water. No erosional features were seen. <br />RECLAMATION SUCCESS Horses were being pastured on the conveyor corridor across the <br />upper terrace, and adjacent fields.
