The problem or possible <br />violation is the potential exposure of groundwater. <br />As you now know from telephone conversations with me and Noble Underbrink (Head, <br />Collections Systems Department of the west slope facilities), the reason for the two dewatering <br />trenches at the quarry is to redirect irrigation water from the quarry. The NCWCD owns the <br />property surrounding the quarry and has entered into a lease agreement on that property. As part <br />of the lease agreement, the lessee has the right to irrigate portions of the NCWCD's property <br />with water shazes owned by the NCWCD from the Red Top Ditch. The enclosed pictures show <br />that irrigation can be done on property located north of the quarry site. Since the quarry is <br />located below the irrigated field, the NCWCD needed to construct the two trenches to minimize <br />water within the quarry site. <br />The NCWCD has met with Neil Misbach, Water Commissioner with Division 5, State <br />Engineer's Office to determine if any permits aze necessary. Mr. Misbach has determined that no <br />permits are needed in order to continue the dewatering that NCWCD performs within the limits <br />of the quarry.
