(Page 21 • <br />MINE ID 71 OR PROSPECTING ID k M-2000-103 <br />INSPECTION DATE 10/6/00 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as ogre-operation inspection for a new 110 permit application. The operator <br />was contacted about the inspection and a time was arranged to meet at the site. The operator and his agent (named on <br />page one) were present throughout the inspection. Several items were discussed during the inspection, including the <br />application exhibits, adequacy review questions, method of mining, timing of reclamation, and bond calculation. <br />The site is located on a dry, wooded hillside, and includes a preexisting level pad. The site is accessible via a short, fairly <br />steep gravelled road leading up from CR 213 ILa Posta Rd.l. The road in not included in the permitted area. The entire <br />pad is included in the proposed permitted area. The pad will eventually become a residential building site. A domestic <br />water well has been drilled, cased and capped on the north end of the pad. <br />The pad will remain approximately the same size during the operation. The west edge of the existing pad contains a nearly <br />vertical cut wall in the hill slope, which will be "laid back" to gentler gradient as soil material to the west is excavated and <br />removed from the site. The exposed soil profile indicates that the soil is ten feet or more deep. No gravel layer was <br />exposed in this cut. At the eastern edge of the pad is the fill slope, which will not be affected during the operation. <br />The operator has already thinned the existing woody vegetation on the hill above the pad, exclusively inside the permit <br />boundary. Beyond the proposed boundary the slope is unaffected. Minimal handling of woody debris will be necessary <br />as the slope is laid back. It is recommended that woody debris for any debris) not be allowed to accumulate at the site, <br />since this could become a bondable reclamation task. Likwise, allowing weeds (including noxious weeds) to infest the site <br />will cause the reclamation bond amount to increase. There is a small patch of thistle on the pad at the top of the access <br />road, which must be monitored and treated as required. <br />Mining is to occur by pushing material down over the cut slope onto the pad, working the slope farther to the west on the <br />hill. This will increase the surface area of the affected slope, but decrease and eventually eliminate the vertical cut wall. <br />The natural slope is between 2:1 and 3:1. Removing material in a wedge will make the slope steeper, but not steeper than <br />2:1, according to the mining and reclamation plans. <br />To control sediment transport and runoff, an uphill diversion ditch will be cut, to direct drainage to small sediment ponds <br />on the north and south ends of the pad. The runoff from the pad is to be directed to the ponds also, via a gentle 1 °~ slope <br />on the pad surface. The gravelled road exhibits gullying from uncontrolled runoff from a portion of the pad, which is <br />evidence of the need for maintaining adequate controls on the site. There are natural swales just outside the north and <br />south ends of the permitted area, where upslope drainage concentrates, and where the sediment ponds might be designed <br />to report to. Filters or riprap may be needed at those locations. Gullying must be monitored, and remedied as needed <br />during the operation. <br />There were no further observations, and no problems noted at this time.
