General Comments Continued <br />Hydrologic Balance (4.05) <br />Special emphasis was placed on examining the sediment control system during <br />this inspection, and several concerns were noted. <br />1. The two down gradient culverts in ditch El were noted as being 30 inches <br />in diameter, however, field measurement showed these culverts to be 24 inches <br />in diameter. Designs were checked by this inspector and the smaller culverts <br />appear adequate to handle the flows, however, the operator was instructed to <br />make the appropriate changes to the permit document to show the as-built <br />conditions and verification that the 24 inch diameter culverts are adequate. <br />2. There is seepage on the west side of the outlet channel for the principal <br />spillway of Pond E. Because of the thick vegetative cover in this area it was <br />difficult to determine exactly where this seepage was occurring, but it <br />appeared to 6e from the flow at the outlet. The operator was instructed to <br />clear the vegetation, determine where this seepage is coming from, and take <br />steps to alleviate the seeping. <br />3. The culvert used to pass undisturbed flows from Ditch E4 under an existing <br />road was noted as being 24 inches in diameter. The field examination showed <br />2-12 inch diameter culverts. The operator was instructed to make the <br />appropriate changes to the permit document. Although the two culverts will <br />handle less flow there is sufficient area up-gradient to allow for ponding and <br />should the flow go over the road it will flow into the drainage on the other <br />side. <br />
