III. COMMENTS • COMPLIANCE <br />Below are comments on the ~nspect~on. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection flown by Harry Ranney of the Colorado Division of Minerals <br />and Geology (Division) on Wednesday July 27, 2005. Kent Gorham of the Division reviewed <br />five oblique aenal photographs in the office on August 10. 2005. This former underground <br />mme is reclaimed. Remaining buildings and structures are approved to remain as <br />permanent features. <br />Hydrologic Balance <br />The single sediment pond was clearly visible in a number of the five digital photographs <br />taken. Close inspection of the photo indicated a high water mark below the emergency <br />spillway. The water in the pond appeared murky, indicating recent storm runoff. A check of <br />the stream flow data on the Purgatoire River Madrid station operated by the USGS indicated <br />a significant storm event occurred on the evening of July 26. Other small stock ponds off the <br />reclaimed area also appeared to hold substantial amounts of murky water. Ditches <br />appeared normal with no evidence of any major breaching or damage due to the storm <br />runoff. Equipment was visible where watershed diversion #4 intersects the access road. <br />Egwpment and rock piles were identified. Rock check dams appear to have been installed <br />as per the reclamation plan along PM-3. <br />
