III. COMMENTS -COMPLIANCE ~~f•.'~ C.~~-(~'y <br />~y~~ (~(~rr~~ ~ <br />Below pre comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI accompanied me on the inspection. The mine is shut down and has been <br />performing reclamation activities since the fall of 2001. The weather was cool and sunny and <br />the ground was dry. <br />SIGNS and MARKERS: The mine ID sign and permit boundary markers were in place. The topoil <br />stockpile signs at the refuse pile were not in place because the piles were being used for <br />reclamation of the refuse pile. The other topsoil stockpile signs were in place. <br />ROADS: -The mine entrance road was well maintained and in good condition. <br />- The haul road to the refuse pile was welt maintained and in good condition <br />- The road from pond 1 to pond 2 and through the "bone-yard" was a bit rutted but overall <br />it was in good condition. This road will be eliminated when the mine beging backfilling <br />and grading the facilities area and ponds 1 &2. <br />HYDROLOGIC BALANCE: -Pond 1 is almost full of demolition debris and coal fine material from <br />the bottom of pond 2. These fines are being pushed in by a dozer over/through the <br />embankment. <br />- Pond 2 was dry and the remaining coal fines in the bottom were being pushed into pond 1 <br />for disposal/cover. This pond will be eliminated when the backfilling and grading of the <br />facilities area begins. <br />- Pond 3 contained water about flue feet below the high water mark. The Operator has not <br />yet started the backfilling of this pond because water from the pond will be used for <br />compaction and dust suppression while backfilling the facilities area. There is a pile of <br />topsoil by the pond for use after the pond is backfilled and graded. <br />- Pond 4 was dry. The pond was well vegetated and in good condition. <br />- Pond 5 was dry. The pond was well vegetated and in good condition. <br />- All of the ditches appeared to be stable and in good condition. <br />- All of the culverts were clean and appeared to be functioning properly. <br />- Both of the ponds at the loadout were dry. Both were well vegetated and in good <br />condition. <br />PROCESSING WASTE: The covering and topsoiling of the refuse pile has been completed. The <br />Operator was working on final grading the topsoil stockpile and borrow area. <br />TOp5011: The topsoil pile by the refuse pile has been used for the refuse pile. This pile is gone <br />and the Operator is in the process of final grading the area and establishing positive <br />drainage. Runoff from this area goes into pond 4 so, in the event of precipitation, there <br />should not be any off-site impacts. <br />
