III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a partial inspection performed by Joe Dudash of the Colorado DMG. No one
represented the operator during the field inspection.
Weeds
The operator will be spraying for weeds in a few days. The previous inspection report
listed the vazious weeds on site but the main infestation is whitetop near the entrance gate
and thistle along the outslope of the reclaimed road leading to the portals. There is a lot of
tamerisk as well, along the collection ditch leading to the sedimentation pond.
Roads
The paved mine site road was in good condition and was passable, as was the bridge. The
cable at the top of the hill was strung out across the road and "no trespassing" signs were
up. The gate at the mine site entrance was closed and latched but not locked.
Hydrology
The water level in the sedimentation pond was up to the primary spillway. The gated
valve was closed and there was no dischazge. Pond inslopes were moderately vegetated.
The embankment appeared to be stable and the riprapped emergency spillway was
functional.
The water level in the Edwards Mine Portal spring treatment pond was about 6 inches
below the horizontal pipe. The pond was dischazging at about 20 gallons per minute. The
discharge was dazk orange in color but this dischazge has been shown to be in
compliance. The pond outslope had fair vegetative cover.
There were no problems observed at alluvial wells AW-1 and AW-3. The east spring was
flowing at about 20. gallons per minute while the west spring was dry. The collection
ditch leading to the sedimentation pond had plenty of capacity. The berm between the
mine site and the river was functional.
c:/word/bear3/insp0603
