(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1995-038 <br />INSPECTION DATE 8/5/03 <br />INSPECTOR'S INITIALS GRM <br />The Colorado Division of Minerals and Geology preformed this inspection at the request of the landowner and the possible new <br />lessee for the permit. The landowner is contemplating a Succession of Operator (SO) from the current permit holder and <br />requested a courtesy inspection to identify any possible DMG issues prior to SO negotiations. <br />Specialist Bob Oswald inspected the site on 7/3102. Issues noted included a lack of permit boundary markers, topsoil thatwas <br />not being protected and a thistle infestation. <br />The inspector did note a sign at the entrance fo the site. Permit boundary markers were observed in some areas, but not <br />inspected in undisturbed areas. The topsoil issue involved improper stripping of topsoil away from mining faces. The topsoil <br />over the highwalls has been pulled back to acceptable protective limits as no excavation has occurred recently. Thistle was <br />observed on soil stockpiles. The infestation is minor and control measures could not be verified. <br />Some topsoil piles in the southeast corner of the permit site might be on or outside the permit boundaries. Staff could not <br />determine with information on hand or by boundary markers. Staff would highly recommend that the landowner survey in the <br />boundary lines and adequately mark them for any contractor as part of the SO process. If these stockpiles are outside the <br />boundaries, staff can note the problem as pre-existing and advise either moving the piles within the permit boundaries or <br />amending the permit area to include the area in question. If a SO does not occur, staff will address the issue during the next <br />scheduled inspection. <br />Highwalls are stable, however material along the west and east may be just enough to establish 3H:1V slopes as per the <br />approved plan. Staff would caution against any more excavation in those directions to ensure that slope establishment can still <br />be done as a cut and fill rather than a backfill task. This will keep reclamation liability down. <br />The Reclamation Bond was recalculated in 7/02 and increased to $18,573.00.
