<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On June 18, 1997, William J. Carter from the Division of Minerals and Geology, accompanied by Basil <br />Bear, performed a complete inspection at the Bowie # 2 Mine. The weather was clear and warm at the <br />time of the inspection. According to Basil Bear the mine received about five inches of rain over a three <br />day period about a week ago. <br />Availability of Records: <br />A!1 records were found to be in good order and available for review. <br />Roads: <br />• The roads appeared in good, and stable condition. <br />• Side ditches need cleaning due to rock fall afrer the heavy rains. These drains aze functional at <br />this time, but ongoing maintenance is required. <br />Hydrologic Balance: <br />• The sedimentation trap just west of the shop has been cleaned, and there is no need for repair of <br />the oil skimmer as stated in the previous inspection. <br />• The sedimentation traps in the crusher yard need to be cleaned. <br />• The culvert just west of the gob pile needs routine maintenance, although it is fully functional <br />at this time. <br />• All ponds, except for the one at the loadout facility, contain water at this time, but there is no <br />discharge off the site, at this time. <br />• According to Basil Bear pond # 4 dischazged during the heavy rains for about two days. <br />Samples were taken at the time. <br />• Minimal cleaning of the culverts along the road to the west mine is needed to assure correct <br />function if another heavy rain should occur. <br />• The culvert north of the shop at the west mine needs cleaning. <br />Processing Waste: <br />The addition of the gob pile is just starting to be used. <br />T~soil• <br />All topsoil piles are well vegetated and stable. <br />Fish and Wildlife: <br />Wildlife continues to be active throughout the facilities. <br />Offsite Support Facilities: <br />• The waste concrete at the loadout facility still needs to be removed. <br />• The fence around the pond at the highway stack pile needs repairing. <br />
