• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-86-025 <br />INSPECTION DATE Februarv 19, 1997 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made of the Mitchell Pit. The last inspection by the Division <br />occurred on February 12, 1993. <br />2. The Mitchell Pit is permitted for intermittant activity on 9.5 acres. The annual reports <br />indicate no activity since 1993; however, there appears to be an active excavation and <br />highwall at the site. <br />3. This inspector estimated less than 2 acres of current disturbance. The operator has <br />begun to dig into a 3:1 slope reclaimed by a previous operator. The excavation occurs in the <br />shape of a horseshoe. The highwall is approximately 200 linear feet at an average height of <br />10 feet, and approximately 250 linear feet at an average height of 30 feet. There was <br />sloughing of a few cubic yards of material from the rim of the highwall indicating <br />instability. The operator is encouraged to maintain a buffer zone of stripped topsoil along <br />the rim of the highwall so that no topsoil is lost due to instability. <br />4. An entrance sign and permit boundary markers as required by Rule 3.1.12 were not present. <br />Therefore, the Division will note this concern as a problem and require the operator to <br />demonstrate compliance with Rule 3.1.12 within 30 days of receipt of this report. See page <br />3 for specific corrective actions. <br />5.
