OBSERVATIONS
1. A site inspection was made of the Mitchell Pit. The last inspection by the Division
occurred on February 12, 1993.
2. The Mitchell Pit is permitted for intermittant activity on 9.5 acres. The annual reports
indicate no activity since 1993; however, there appears to be an active excavation and
highwall at the site.
3. This inspector estimated less than 2 acres of current disturbance. The operator has
begun to dig into a 3:1 slope reclaimed by a previous operator. The excavation occurs in the
shape of a horseshoe. The highwall is approximately 200 linear feet at an average height of
10 feet, and approximately 250 linear feet at an average height of 30 feet. There was
sloughing of a few cubic yards of material from the rim of the highwall indicating
instability. The operator is encouraged to maintain a buffer zone of stripped topsoil along
the rim of the highwall so that no topsoil is lost due to instability.
4. An entrance sign and permit boundary markers as required by Rule 3.1.12 were not present.
Therefore, the Division will note this concern as a problem and require the operator to
demonstrate compliance with Rule 3.1.12 within 30 days of receipt of this report. See page
3 for specific corrective actions.
5. A follow-up inspection will be made by the Division during more favorable weather
conditions to evaluate the stability of the highwall and of salvaged topsoil.
