f <br />December 30 6 31, 1991 <br />King Coal mine <br />Permit Number C-035-81 <br />National King Coal <br />PO Box 2905 <br />Durango, Colo <br />Noel Frizell: King Coal (night loader operator and watchman) <br />Harry Ranney: Colorado Mined Land Reclamation Division <br />Gary Fritz: AFO/OSM #244 <br />Complete Inspection <br />Weather 6 Ground Conditions: Snowing and cold; four to six inches of <br />snow on the ground and Frozen <br />There was a sign at the entrance to the mine that indicated that they <br />were closed through the holidays starting 29 December on up through the <br />6th of January, of '92. Mine records are not kept on the mine but are <br />normally available for review at their office in Durango. They did have <br />a guard at the mine that was notified regarding the inspection but there <br />was no one available for records review. That being the case, I did not <br />review the records on this inspection. <br />Mine Identification: Was posted at the entrance to the mine, all <br />pertinent data was on the sign. <br />Perimeter Markers: were not checked for because there were no maps <br />available that would indicate the mine boundary. They recently acquired <br />additional coal leases, both federal and private which should be checked <br />for markers as weather and maps are available. <br />Blasting Warning: There are none. There is no surface blasting in <br />process at the mine but per Mr. Ranney and Mr. Frizell, the company <br />recently initiated a blasting program underground because of changes in <br />the coal on the new leases. An explosives trailer has been placed near <br />a fenced perimeter on the eastern side of the mine surface. Apparently <br />one of the magazines which have been leased from a blasting company did <br />not meet MSHA standards so it was removed. A new one has not been <br />brought to replace the one below that was found to be below standard. <br />Topsoil Markers: There is only one stockpile on the mine, it is marked. <br />Stream Course Buffer: The disturbed surface area of the mine is not <br />located near or within any stream channels, periannial, intermittent or <br />otherwise. <br />
