III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Coal Gulch Mine conducted by Tom Gillis of the Colorado Division of Minerals <br />and Geology. <br />The cable across the entrance to the access road was in place at the time of the inspection. <br />Hvdrolo¢ic Balance <br />The lower pond contained a small amount of water but was well below the elevation of the primary spillway. No new <br />erosion problems noted. Downcutting in the drainage channel leading from the top of the regazded spoil pile to the <br />highway drainage ditch is unchanged from the previous inspection. <br />Reclamation Success <br />Vegetative cover includes some thistle infestation across sections of the reclaimed area (no change from previous <br />inspection). <br />
