OR PROSPECTING ID k M-92-102 <br />INSPECTION DATE 12/19/96 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 112 permits. The operator was contacted about this <br />inspection, and the operator's representatives named on page one accompanied this inspector to the site and were present during <br />the inspection. <br />An ID sign was posted at the entrance to the permit area near the county road, and the boundaries were clearly marked by white <br />signs posted on T-posts. <br />The pit is located toward the southern end of the permit, though a substantial area is being left unmined at the southern end itself. <br />The topsoil is thickest there, and the gravel deposit is least abundant, so that end is left for stockpiling topsoil. The pit is being <br />worked from west to east, eventually to daylight on the east where the hillside slopes away. As the pit grows it will expand toward <br />the north, with reclamation following wherever practicable Imainly the slopesl. The present floor is probably at what will be the <br />final level. <br />Some stripping of topsoil is presently occurring on the area east of the highwall, in preparation of further mining. The topsoil was <br />being moved by loader to the south end during the inspection. The soil is frozen and chunky, and there was no attempt to work <br />the piles into a smooth configuration; the material appears stable for the winter at least. The operator should address the topsoil <br />stockpiles for grading and seeding in the coming year, on all surfaces which will remain in the piles for over a year. <br />As various surfaces are prepared for final reclamation, the operator should review the approved reclamation plan, especially the <br />revegetation seed mix. The difficulty of revegetating a dry site was discussed. If there are questions about the plan, please contact <br />this office or the local NRCS office, who assisted the operator in preparing the plan. <br />Some grading has been performed on the west wall of the pit, where mining is completed. It conforms to the reclamation plan's <br />specified final gradient. <br />There were several different products stockpiled in the pit. There was no processing equipment onsite, however. <br />The financial warranty was recalculated in early 1996, at the time of this permits conversion to a 112. The bond is sufficient to <br />cover the present amount of disturbance. <br />All these items were discussed with the operators during the inspection.
