COMMENTS•COMPL <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement acaon <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This former underground mine is reclaimed. Remaining buildings and <br />structures are approved to remain as permanent structures. Ground conditions were <br />excellent and the weather was very mild, <br />Hydrologic Balance <br />Work has now been completed on the <br />south side of the riprap section of refuse <br />ditch #1. The area had been reseeded <br />and seeds anchored to the soil by passing <br />over the area in a vehicle. <br />Condition and status of the temporary and <br />permanent water diversions at the site <br />were reviewed. Existing diversions <br />appeared normal and functional The <br />currently approved permit details the <br />reclamation plan regarding the diversions <br />(page 427Rc, revised Feb 2003). The plan <br />text follows in italics, <br />"Watershed Diversion Ditches i and 2, which run along the northern edge of the refuse pile <br />will remain with the exception of Section C of Ditch 1. This section will be eliminated allowing <br />the ditch fo run in the natural drainage and discharge directly into the permanent stock pond. <br />Designs for these channels can be found in Section 2.05.3(4) of the Permit Post Mining <br />Ditch (PMD) No. 1, Refuse Ditch i, and Mine Access Road Diversion Ditches will remain. <br />Watershed Diversion Ditches (WDD) 3, 4, and 5 and Refuse Ditch 2 will be reclaimed. <br />Following removal of WDD 3 and 4, PMD 2, 3, and 4 will be constructed. These ditches will <br />collect runof/ from the natural undisturbed drainages and divert it to the permanent <br />watershed diversion ditch. ARer WDD 5 is removed, PMD 5 will be constructed fo collect <br />runoff from the natural drainage and diveR it through the topsoil stockpile/trailer area to the <br />Access Road Diversion Ditch. " <br />The approved permit text goes on to detail ditch construction details, including sizing of <br />riprap. All permanent dwersion ditches call for riprap as a channel lining. The Division <br />recommends the operator consider constructing these ditches well in advance of any future <br />bond release request so that function can be evaluated. Of particular concern is PM-2 upper <br />and PM-5 as shown on Map 17, Post Mining Topography. <br />Revegetation <br />Cattle were not observed on the site. Due to excellent winter moisture and warming <br />temperatures, existing vegetation is showing signs of sprouting. <br />
