<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine for the month of November, 2000 <br />Availability of Records: The records were inspected and found to be less than satisfactory. See page <br />5 of this report for further details. <br />Signs and Markers: The Mine ID sign is out of date and requires the correct address ,phone number <br />and point of contact listed. <br />Hydrologic Balance: All ditches, culverts and ponds were inspected. The main Carbon Junction <br />diversion ditch at the head of the fill area (low wafer crossing) has filled in with sediment and is <br />no longer capable of handling the required design flow. This ditch will need immediate attention <br />and must be maintained in compliance for the duration of the life of the mine. This problem was <br />identified in an earlier inspection but has been ignored or unheeded. This problem is to be <br />corrected prior to the next complete inspection or a Notice of Violation will be written. Both ponds <br />were dry and stable. The ponds are well vegetated and capable of functioning as designed. All culverts <br />were clear and capable of functioning as designed. <br />Excess Spoil and Develoament Waste :The area of the waste pile that was topsoiled has finally been <br />seeded although the Division has not received a report of how many acres or the seed mixture of the <br />reclamation work. This information must be submitted to the Division with the year 2000 Annual <br />Reclamation Report. <br />General Mine Compliance: The site needs a sustained weed control program restarted this spring and <br />an overall inspection/repair to the hydrologic structures prior to winter setting in order to prevent a spring <br />runoff becoming unmanageable. <br />
