III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and fhe facts or evidence supporting fhe enforcemenf action. <br />This was a partial inspection of the Yoast mine site. The weather was clear and warm. Roy <br />Kara accompanied me on the entire inspection. <br />Grading, topsoiling and seeding are progressing well. Grading and topsoiling are completed in the <br />scraper pit. A dozer was working on the slope above Pond 12. A small dozer was creating dozer <br />basins on the steep slope east of Pond 13. See picture on left below. Four scrapers were spreading <br />topsoil on the recently graded areas of the Valora pd. According to Roy, over 70 acres have been <br />seeded so far at the Yoast Mine. <br />I walked the drainage between Pond 11A and Pond 11 to observe repairs that Seneca has undertaken <br />this year. Pond 11A was not discharging. Additional riprap has been placed in the the channel below <br />the Portd 1 f A discharge pipe. A number of rock check dams have been repaired/installed where <br />erosion occurred this spring. These rock check dams, combined with Pond 11A and continued <br />revegetation establishment above should help control further erosion in the channel. The water level <br />in Pond 11 was several feet below the primary spillway. <br />A number of thistle patches were observed along the banks of this drainage. Seneca plans to have a <br />weed spraying crew at Yoast soon and these patches need to be included in the weed control efforts. <br />A drainage channel was recently completed and lined with riprap in the northern neck pit area on the <br />east side of the road. See picture on right below. <br />
