A site inspection was made as part of the Division's on-going 4-year inspection program. Present during the inspection <br />was Wayne Brantley of Pioneer Sand & Gravel Company. Both TM Russell and RC Barger (permittee) are both deceased <br />and Ms. Delores Barger is now the landowner of the Ingleside Quarry. Ms. Barger is also listed as the permittee of the <br />quarry and has been submitting the required annual fees and reports since her husband's death. Pioneer Sand & Gravel <br />Company is the operator of the quarry and leases the property from Mrs. Barger. The status of the permit, permittee, <br />and Pioneer Sand & Gravel Company's activity at the quarry are currently under review by the Office of the Attorney <br />General (AGO). The Division will notify all parties listed below of the findings of the AGO as soon as they become <br />available. <br />2. The Ingleside Quarry is permitted for at least 66 acres. The mine plan specifies removal of loose rubble from previous <br />historic mining along a limestone hogback parallel with Colorado Highway 287. Removal of the loose rubble will result in <br />slopes at a configuration similar to the surrounding topography. The maximum allowable disturbance at any one time is <br />approximately 21 acres. The quarry will be reclaimed to rangeland and wildlife habitat. The permittee has posted a <br />financial warranty of $20,900. <br />3. Signs and permit boundary markers have been posted as required by Rule 3.1.12. <br />4. There was active disturbance at the time of inspection. Mr. Brantley indicated that Pioneer has been actively mining <br />the quarry since 1995. Pioneer is mining the upper sandstone layer of the hogback formation by excavating into the <br />hogback. The excavated sandstone material is then crushed on-site and processed into different sized aggregate <br />materials. The excavation activities were verified to be within the. permit boundaries for the quarry. Mr. Brantley <br />indicated that Pioneer's intentions are for mining to progress farther west into the hillside to within 50' of the west permit <br />boundary and to create ahighwall-benching sequence for final reclamation. Mr. Brantley was unaware of any of the <br />details of the approved mine and reclamation plan for the quarry. The disturbance noted at the time of inspection <br />includes a vertical highwall approximately 30-35' in height, a slope at natural grade with loose rubble material <br />approximately 20' in height immediately below the highwall, a quarry Floor area, and a processing and stockpile area. <br />The highwall, lower slope and Floor area was estimated to be 180-200' in length. This inspector estimates the acreage of <br />disturbance as follows: highwall & lower slope - 3 acres, quarry floor area - 4-S acres, processing and stockpile area - 5-7 <br />acres.
