Mr. Rex Riley accompanied the inspector during this inspection. It
should be noted that the following were present during this inspection:
Terry O'Connor - Colorado Mined Land Reclamation Board
Jim McArdle - Colorado Mined Land Reclamation Division
Peter O'Connor - Colorado Mined Land Reclamation Division -
- David Berry - Colorado Mined Land Reclamation Division
Philip Saletta - Colorado Mined Land Reclamation Division
This was due to the fact that we were traveling together from the Board
meeting held that day at Paonia High School.
2. It was observed that of one of the truck drivers was emptying and
cleaning one of the cement mixer trucks. Excess cement was observed
discharging into the North Fork of the Gunnison River. This is
potentially a violation for failure to minimize effects to the
hydrologic balance. See Recommendation No. 1.
3. The existing financial warranty on this site is $500.00. The Division
believes financial warranty should be increased to $5,000.00 based on
the observed disturbance. See Recommendation No. 2.
RECOMMENDATIONS:
1. Submit a statement indicating that washing of cement trucks or any other
discharge of excess cement into the river will no longer occur. A brief
plan describing how excess cement will be disposed should be submitted
as a technical revision. These items should be submitted prior to
August 1, 1985.
2. Submit a $5,000.00 Financial Warranty for this site, or calculations
detailing worst case reclamation costs prior to August 1, 1985.
cc: Colorado Department of Health
(Water Quality Control Division)
PCS/mis
Doc.
