(Page 2) • <br />MINE ID f OR PROSPECTING ID ~ M-81-080 <br />INSPECTION DATE 12/05/95 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division ae part of its monitoring of 110 permits and <br />to assess the site conditions for purposes of the present amendment review. Due to the <br />distance from the inspections performed earlier that day and the late hour when this site was <br />reached, it was not certain whether this inspection would be possible. The operator was <br />therefore not contacted about scheduling a time for this inspection. There was no activity <br />ongoing and no one at the Bite. The permit sign was posted and boundaries were marked. <br />There are several types of act iv itiea which occur in several areas of this permit. There are <br />four separate locations of excavation here: the larger two are below-grade pits located in <br />the northwest end, and the other two are small highwalls in the hillside. One of the moat <br />notable features is the abundance of large boulders, ranging in diameter from one to ten <br />feet, and averaging about five feet. These are stockpiled in two locations, and also used <br />to actually delineate portions of the permit boundary, highwall shoulders and in-permit <br />roads. In the eastern portion of the permit are areas where asphalt ie batched and an <br />equipment turnaround and scales are Located. A Fremont County road passes through the <br />eastern end of the permit. <br />Other stockpiled materials present included cobbles up to one foot in diameter, sand, gravel, <br />topsoil, all in small quantities. A etormwater control ditch was present in the northwest <br />corner. It appeared to be adequate to convey etormwater entering the permit from uphill and <br />falling within the permit into one of the pits. <br />There were several acres adjacent to the permit which exhibit signs of recent reclamation <br />activity. The revegetation appeared to be thin but well established. The file reflects that <br />this work was performed by this operator (who is also the landowner), and the amendment <br />application states that similar reclamation work ie planned for the permit area also. <br />In the center of the permit is a "hill" which ie distinct from the hillside comprising the <br />main topography of this permit. It rises above the grade of even the highest part of the in- <br />permit hillside by about 20 feet. It is being excavated on the west aide, ie topped by one <br />of the stockpiles of boulders, and its sides are eloped at 1:1 to 2:1 (angle of repose). Its <br />north aide faces the Highway 50 right-of-way fence (permit boundary) and the cast-over rocky <br />For purposes of calculating the bond, earthwork such ae pit backfilling, highwall reduction, <br />asphalt removal, concrete rubble removal, etc. will be included. All boulders not in <br />stockpiles will have to be bonded also.
