III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
This was a complete inspection of the New Horizon Mine for the month of May, 2000. The purpose of this
inspection is to conduct normal operations and environmental compliance. The weather was sunny and
warm.
AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5
of this report for further details.
HYDROLOGIC BALANCE: Mine 1: Ponds t and 6 had water in them but only 1 was discharging as
normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2. Pond 7
had water in it and was not discharging. All ditches and culverts were clear and capable of functioning as
designed. Work was underway on the final grading of Mr. Burbridge's southern stock pond.
BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. The land
continues to be reclaimed to the approved post mining topography map and no low spots were noted. At
the request of Mr. Burbridge, the area above the southern stock pond was being raised in order that the
southern end of the field would be flatter.
EXPLOSIVES: Records were inspected and found to be in compliance. The yearly blasting schedule
was recently published and letters to all adjacent landowners had been sent. Blast 536 was observed,
to include all safety briefings and procedures, and everything proceeded as planned. Cisterns at two
different residences, (W. Burbridge & P. Morgan) were inspected for damages that might be related to
overburden blasting. A report on their condition will be sent out to all concerned parties as soon as it is
completed.
TOPSOIL: Additional topsoil, with an amended topsoil, was being selectively placed above the stock pond
noted above.
RECLAMATION SUCCESS: The site continues to be in excellent condition. The side-roll irrigation
system was in use at the time of the inspection and vegetation is prospering due to this effort.
