III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of May, 2000. The purpose of this <br />inspection is to conduct normal operations and environmental compliance. The weather was sunny and <br />warm. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5 <br />of this report for further details. <br />HYDROLOGIC BALANCE: Mine 1: Ponds t and 6 had water in them but only 1 was discharging as <br />normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2. Pond 7 <br />had water in it and was not discharging. All ditches and culverts were clear and capable of functioning as <br />designed. Work was underway on the final grading of Mr. Burbridge's southern stock pond. <br />BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. The land <br />continues to be reclaimed to the approved post mining topography map and no low spots were noted. At <br />the request of Mr. Burbridge, the area above the southern stock pond was being raised in order that the <br />southern end of the field would be flatter. <br />EXPLOSIVES: Records were inspected and found to be in compliance. The yearly blasting schedule <br />was recently published and letters to all adjacent landowners had been sent. Blast 536 was observed, <br />to include all safety briefings and procedures, and everything proceeded as planned. Cisterns at two <br />different residences, (W. Burbridge & P. Morgan) were inspected for damages that might be related to <br />overburden blasting. A report on their condition will be sent out to all concerned parties as soon as it is <br />completed. <br />TOPSOIL: Additional topsoil, with an amended topsoil, was being selectively placed above the stock pond <br />noted above. <br />RECLAMATION SUCCESS: The site continues to be in excellent condition. The side-roll irrigation <br />system was in use at the time of the inspection and vegetation is prospering due to this effort. <br />
